Heating and hot water are your landlord’s responsibility
Section 11 of the Landlord and Tenant Act 1985 makes your landlord responsible for keeping the installations for heating and hot water in working order: the boiler, radiators, pipework and water heating. The Homes (Fitness for Human Habitation) Act 2018 also requires your home to be warm enough to live in.
This applies whether you rent from the council or a housing association. “We’re waiting for a part” or “the contractor is busy” is not a reason to leave you cold for weeks.
How quickly they should act
A total loss of heating or hot water is usually treated as an emergency or urgent repair, particularly in cold weather or where children, older people or anyone vulnerable lives in the home. Landlords are generally expected to restore heating within around 24 hours for a vulnerable household, and within a few days at most for everyone else.
